Headed by Mr. Bahukutumbi Raman, a former Additional Secretary of India, ORF work closely with Neo Con think tanks. Mr. B. Raman, is a widely mis quoted as a "Terrorism Expert" due to his illicit relation with major weapon dealers in US and Israel. He share his "intelligence business" with Neo Cons, Zionists and Hindutva Militia.
In March 2005, Observer Research Foundation (ORF) hosted a dialogue with their neo con counter parts, Center for Strategic and International Studies (CSIS).
At this conference, India's foreign secretary, Shyam Saran hinted that India is headed towards purchasing defence hardware from the United States. “There is no doubt that the US is the manufacturer of world’s most modern and sophisticated weapons. The problem was the predictability, reliability aspect. Secretary Rice has assured us that the US likes to be a reliable partner,” he said.
The CSIS side is led by former US Ambassador to Sri Lanka, Amb Teresita Schaffer. Its other participants include Mr James Steinberg (former US deputy chief national security advisor), Mr Mathew Daley (former Deputy Head of US Embassy in New Delhi), Mr Kurt Campbell (senior vice-president CSIS), etc.
He is also a Director of another research firm with similar activities called " Institute for Topical Studies," Chennai.
